I think if Popeye were to concede romantic victory to Bluto, he would most likely laugh inappropriately (and incoherently) after doing so in that trademark "ug-gug-gug" manner.
This series finally has a name: POP Couture!, though I'm not quite certain what that means or why I chose it.
I do know this is the fourth installment- beating out Pokemon for the position. Something... inherently comical about Popeye. I think it's that he's quite possibly clinically retarded.
Bluto's expression is meant to convey his extreme elation over finally having had the path to Olive Oyl's vagina cleared of scurvy-faced morons such as Popeye however it's Bluto so he's expressing himself the only way he knows how. Through unbearable rage. Either that or he's shitting glass beneath the panel. Either way, a very pleasant day for Bluto.

Their competition for Olive Oyl's affections is what *DEFINES* those characters. The fact that she's probably the most unattractive damsel in distress known to history is part of the gag. Take that out, and there's no gag anymore. You might as well watch "Dora the Explorer".
